I feel that the title chosen by your Council for this Annual Address is one which is particularly important to us all at the moment, and Particularly appropriate for this Association to discuss. We had hoped to have Sir George Schuster to speak ; but most unfortunately he "ad to refuse, and as I had gone a little way to Put before my fellow members of the Council the importance of the subject, I was in a very awkward position when they suggested I should fake his place as victim for to-day's Roman holiday.
